Introduction
Lumbini Bauddha University (LBU), Lumbini came into existence on 29 Nov., 2004 (14 Marga, 2061 VS) after the promulgation of an ordinance relating to it, prior to the Second World Buddhist Summit held from 30 Nov. to 2 Dec., 2004 A.D. The concept of LBU was formulated on the basis of Lumbini Declaration Point No. 2.6 of the First World Buddhist Summit held in Lumbini from 30 Nov. to 2 Dec., 1998 A.D. The First World Buddhist Summit had recommended establishing an International Buddhist University to cater to the needs of Buddhist scholars as well as to emphasize its importance in accordance with international standards. Following the Second People's Movement of 2006 (2062- 63 VS# the Legislative Assembly adopted an Act relating to the establishment of LBU, Lumbini in 2006 #2063 VS). The Act provides for the Prime Minister of Nepal as Chancellor of LBU and the Minister of Education, Nepal as Pro- Chancellor. The University's Vice Chancellor acts as Chief Executive who is assisted by the Registrar in financial and general administration and the Dean in academic programmes.
- To propagate the teachings of Gautam Buddha for the promotion of peace, brotherhood, amity and understanding in the world;
- To impart education relating to Buddhist religion, philosophy, literature and culture;
- To develop LBU as a Centre for intellectual interaction among the Buddhist scholars of the world for the welfare of humanity at large;
- To enter into educational and cultural agreements with local and international organizations for the promotion of Buddhist learning;
- To exhibit the tangible and intangible cultural heritage relating to Buddhism;
- To conduct research on various aspects of Buddhist studies, including Buddhology and Buddhist cosmogony;
- To explore the ways and means of developing LBU as the Fountain of World Peace and the Centre for inculcating the Buddha way of life;
- To explore and conduct excavation in the potential excavation sites related to mortal Buddhas ;
Five Decision Making Bodies of LBU
- University Council is the supreme decision- making body on policy making, budget, rules and regulations for managing the University.
- Executive Council implements operational decisions. It makes decisions on grants, affiliation to private campuses and appointments of University officials.
- Academic Council makes decisions on policies and practices regarding curricula, teaching, examinations and research.
- Research Committee formulates policies and propramme activities, approves guidelines for researchers and co-ordinates the functions of University level research organisations.
- Planning Division has an advisory role in preparing plans (long and short term), developing annual programmes and evaluating programme implementation.
